It’s a stage of breakdown . I have had the exact same condition on two different motors, a 1983 MERCURY 50 HP and a 1988 EVINRUDE 88 SPL.

I owned [a NAUSET 16] and always felt it could use a lighter engine than the Evinrude 88 SPL I had on it.
Since [Soho] knows the Yamaha and it has run well on the setup, I recommend [Soho] purchase the same engine and re-use the controls and propeller.

i cannot help but wonder if this evidence of plastic sheeting is present in other areas of that hull. I would be very concerned that the "repair" performed was to address only the visible section and not investigate more fully to see if this is present elsewhere.
