I meant what part of the engine does the manufacturer use to rate horsepower. For example, do they measure it at the crank or the propeller?

Where on an outboard do the manufacturers rate their outboards for horsepower?

Where does the Environmental Protection Agency rate the outboards for horsepower?

If you cross check a manufacturer's rating with the EPA's rating, there is quite a difference in horsepower.

All of the steps I listed are all very relevant when re-powering a whaler no matter what horsepower is chosen. They will make the re-power decision easier, and relevant to how the particular boat is being used--especially in this case where the amount of horsepower has not been determined.

I have heard of some paint like material when restoring classic cars that is used inside the interior before paint that is supposed to curtail some of the engine and road noise. You could do some research and try and find out what it is, and then coat the inside of your outboard cowling. Good Luck!
