I would glass a plywood pad under any fittings that would be attached to the cover, and bolt the fittings to the deck. Contact the core material manufacturer for further advice.

If you have to wait a couple of more days for the varnish in the crevices to dry, you must have applied the last coat too heavily. That might be the reason for the hazy finish.

I believe a flat (straight) sheerline is drawn with a curvature in a profile drawing. Drawing plans for a boat is not as straightforward as drawing house plans, which is basically straight lines drawn to a scale.

Two other important things I just though of, is make sure you grind back the old gel coat far enough, so that the mat doesn't cover it. It will not stick to gel coat.
