Boston Whaler only made two models of the 15-footer in 1980. They made the SPORT and the STRIPER. It does not appear that this boat had a console nor the pedestal seats that were in a STRIPER model.

I have seen reeds stick, especially in salt water. If you are taking the carb off, the reeds are right there. You can probably just stick a feeler gauge in the intake instead of removing the reeds.

I have seen spark but no fire with fuel because the spark was weak and the compression would literally blow out the spark. I assumed a compression test was done, if not that would be a good idea. Grinding off those [mounting ear extensions] is no big deal. Their removal does not present any structural problems. I am not sure why they even have them--nobody mounts an engine all the way down. And it is unlikely they would hold the engine on if somebody did mount an engine that low.

Just about every boat with a low transom will take on water if you just pull the throttle back.
How far trimmed-in are you when you try and get on plane?
The engine trim should be all the way in and once you get on plane you start trimming out and pulling back on the throttle in a single motion.

The seats are not cheap nor cheap to ship. I bought one years ago for my Outrage and never installed it and then had to ship it again. I personally do not care for stern seats on a boat that size, too much weight back there. If I need more than room for four, I put a couple deck chairs back there.

Pic #2 shows the wood core and that is how thick it is. You can buy clips to hold a paddle at West Marine, might be where the navigation lights are. If you do thru bolt them it would not look that bad. Use a sealant on the screws. Those hinges look good.

Lower unit could have a frozen bearing on the drive shaft but if that is the case it would usually stall going into gear like you hit bottom. Pull the plugs, put it in gear and turn the prop by hand or foot. If it will barely turn, you found your problem.
