I love the way many people think running an outboard in saltwater is like running it in acid. Back before flushing ports the engine got flushed when it was pulled for the season. We never had any corrosion problems.

You may want to look around freshwater lake areas. Knowing the Cape personally, most boats are kept on a mooring and have never or rarely seen a fresh water bath nor flushing. Good thing is your season is shorter than many others so usage is probably lower.

You do not need to pay somebody $300 to drain the fueltank. Water settles to the bottom. Pump out fuel with your fuel primer bulb until the fuel is clear of water . It may be a lot cheaper to buy a fuel-water separator filter with drainable bowl. Drain into a jar until clear. Use a different retail ...

Pull the tach and see if it has pole settings, you will need to change that to a 4cyl. If not switchable, you probably need a new tach. Also the tach for newer engines usually has warning lights and other diagnostic stuff built into it. If this tach is older than 15yrs or so, it needs to be upgraded...

The boat and motor should weigh around 600lbs. You can not repitch a prop to gain 1200-1700rpms. Are you sure the tach is correct? Even going to a 12" would only bring you up around 600rpms. Something is not correct and you should be doing 40+ even with some gear. Now if it is doing 4300 with 6...

Where are you mounting it? If the console then it will be MUCH taller than 3ft above the [combined sidelight lantern].
I would cut the pole so you can mount it under the console. Out of the elements and out of sight for theft.

Factory did not use 55" long light poles so no luck there.
What space do you have that is 55-inches or more long to store it?
My guess is under the console if long enough or on the side next to the railing. On a Katama I would probably lean towards the console side to hide it some.

To see if it is slipping you need to mark the hub and the prop, take it for a ride, let it slip and then look at the marks. If they have moved, need a new hub. You would mark it in pic 3. Mark the metal prop and part of the hub if you can see it(should). I use an awl or nail to just scratch it.

"can certainly fabricate hatches simply"
If that is true, you would have a few customers lined up for a set. There are quite a few and you would need to make a mold off somebody's as the revenge comes with wood hatches. The non-skid would be the hard part.
