If you are getting 6300 with both one person and with five people, you need a larger propeller.
You should remove the jack plate.

My 19 REVENGE weighed about the same [as a 17 OUTRAGE II]. With a 115 Suzuki the top boat speed was 40-MPH. Personally owning a Suzuki DF40 on my 1981 SPORT 13, I recommend the Suzuki 30-HP with power trim and tilt. The difference between 32 and 35-MPH is not worth the expense or the weight [of a different engine choice that is more expensive and heavier].

I buy aluminum trailers because they look better, are lighter, flex more, and don't turn white if acid drips on it when cleaning the hull. 950 for dry hull, 350 for engine is 1300lbs. A trailer and some gear is easily another 600lbs. I don't see anything wrong.

No boat likes to get on plane gradually, a prop is not going to solve your ventilation. You need to goose it and get on plane then slow down and trim up.

I agree with Frank and Phil. He had mechanical problems that he could not fix but did not try and hail the USCG? Decides to sleep to find out he needs to escape through a hatch. That is like Titanic flooding at that point. Then decides to hitch a ride to Delaware?

I was under the assumption that the hull colors are gel [coat resin], not wraps. They might do a custom wrap from the factory but I never heard of it. Your options are wrap or marine paint. I had the wrap around railings on my 13's and 15's, maybe they do not use the through hull fittings. Do you have just the standard side rails? If so that would explain the difference.

I got you Jim, I use the same decoding for OMC. It just puzzles me that an engine made in 09/1998 would not be a 1999 model. I thought anything after 06/30 was a later model except for Yamaha and Mercury that no longer have designated model years.

Saltwater has nothing to do with a Whaler or its condition. Saltwater is hard on engines. Sunlight is the worst enemy for a Nauset.

I agree on a couple grand. They make a lot of aftermarket parts now for older Whalers. A new SS bow light with chock is about $165 and is nicer than OEM. Wood parts for console can be made or bought as well, no need to replace the entire console. Same goes for the OEM seat.

The 30 and 40 are not even the same engine. I have never seen a restrictor plate on an outboard before either. Somebody made that up.

A Turbo propeller is an inexpensive propeller compared to OEM propellers. I have never heard of Turning Point propellers.
If the cost of a propeller is your biggest concern, start looking on eBay for a used OEM or Turbo propeller.

How to finish teak
Teak should not be varnished in my opinion, just oil. If they are bubbling, your process is not correct and it is not adhering. Do you thin the first coat or two? That is a major point with varnish and wood. I thin mine with Penetrol by 10%.

I do not run vented props on any of my boats, even the ones that ran 70mph. With a boat like the one in question I highly doubt I would run an open vent as like Jim mentioned, they have the tendency to slip and make certain speeds awkward. If you buy one and don't like the vent you can just fill it ...

I assume a classic 17' and not a 170. Something is wrong. Have you broken in the new engine yet? Some do not perform correctly until a certain hour mark is reached to protect it. If so then follow Jim's suggestion and check linkage because you would need to drop to a 13" pitch to fetch 6400-RPM...

You do not have to remove all of the steering like the pulleys as you can polish around them. If refinishing the wood, the majority of cable needs to be removed as you can see where the cable exits the console and goes through pulleys in the side wood.
