Replace the entire hose. Modern hose does not use a liner since it was prone to degrading and clogging the engine.
Look for it to be stamped alcohol resistant marine hose and its not grey in color. Trident is a good brand.

A pedestal seat can be installed the aft bulkhead of the anchor locker on a Montauk 17 as long as there are appropriate backing plates included.

When contemplating installation of anything on the deck or bow floor, remember there are no voids in the hull. It is all foam filled. Any hole in the skin needs to be sealed properly (no adhesives) to prevent water ingress.
