Lacquer thinner is one of the best and fastest ways to bring a rubrail back to life, remove scuffs and clean.

It is over 30' from the bow (pulpit not included) to the end of that salt shaker marine Whaler Drive bracket. Include the motors and you are over 32.

With our 23 Walkaround Whaler Drive the custom trailer builder we had recommended to have a double winch post on these (ours) and the later (your) post classic Whalers. One serves as the bow stop, the other for the winch. He said it would provide a clear swing for the crank arm from hitting the pulp...

CC25, Are you sure it was a 240 Outrage? Whaler does not offer a new 240 Outrage. Was it new or used?
It sounds like a dealer created option. Likely a special graphics and option package. They would not be able it increase the maximum horsepower rating.

Maverick--I have recommended to others to get the fuel tank LineX'd and Rhino-lined before installing it. It will protect it from failure for a lifetime.

Yes, I would not foam the tank back in and that link is a good one. Don McIntrye used that same method when he did the fuel tank on his 21. If the boat is currently in Mass, I would look at getting a good canvas maker out there while it is in New England. There are a lot more quality canvas makers out there and the prices are much less than the west coast.

Don not drill any holes... The boat is just fine. You WILL NEVER be able to dry a hull out by drilling holes. Unless you want to wait decades. Even then, you will never got 100% of the moisture out. Whaler based Sentry models where only offered in the 19 (on an 18 hull), 20, 22 and 25 lengths. Never a 17.
