Here is the opinion of the Supreme Court of the State of Minnesota in which it ruled that the obligation of the state to protect its fisheries outweighed its obligation to protect its citizens against searches without probable cause:

The dissenting opinion was written by Justice Page. Prior to becoming elected to the Supreme Court of the State of Minnesota by the voters of Minnesota, Alan Page was well-known to the general public in Minnesota (and elsewhere) from his prior career as a professional football player for the Minnesota Vikings of the NFL as an All-Pro defensive lineman.
