[A 23' OUTRAGE] will be kept on a boat lift. What is the proper spacing for bunks [on the lift] to properly support a 23’ Outrage?

Normally a Boston Whaler boat sitting on bunks would want most of the weight to rest on the hull keel or as close to the keel as possible. With only two bunks, the bunks will have to be set far enough apart so they provide good lateral stability to the hull when out of the water.
I am not familiar with the hull of a 23 OUTRAGE.
If the hull has the more classic Boston Whaler form with vestigial runners, then I would set the bunks so they were inboard of the runners by several inches. There are sometimes through hull drains near the runners that have clamshell vents over their leading edge. If this hull has that feature, adjust the bunk position so the bunks won’t crush the drain clamshell covers. The flat face of the bunks should also be aligned or beveled so the hull and the bunk surfaces are co-planar, that is, the hull will rest on the entire bunk surface, not just on an edge.

Be sure to position the boat on the lift such that the center of gravity of the boat is equal distance from each cross beam. The bunks will need to be set on the cross beams such that they support the length of the hull with respect to where the boat physically sits, taking into consideration the center of gravity being at the midpoint between the beams. Avoid setting the boat down on a lifting strake, and be sure the bunks are tall enough so the keel of the boat does not hit either beam.
