No. I don't see any basis for the number 0752 meaning "1970." I cannot infer how you made that association. Perhaps you can explain your method of interpretation of the number.
In the epoch when this boat was made, there was no such thing as a federal hull identification number or HIN. The requirement that boat builders mark their hulls with a uniform method of identification of the manufacturer, the hull production serial number, the month and year of production, and the model year was not implemented by the federal government until November1972.
