Anyone know or have an idea as to why a 1999-2001 21 Outrage boat has a sump that appears useless?
It does a good job of holding water that will not pump out, and as a result the area is ripe for mold and mildew. The area is behind this pull out bin:

What I think I found out now that I have actually had the boat out a bunch.
The boat sitting on the trailer at what appears to be level, all water in the bilge will flow to the rear, where there is a pump. The pump will remove water to about 1" below the hull drain. I sure wish these drains were on the bottom and not so far up the stern.
Sitting static in the water, all water will flow to that forward sump. There will be some water in the rear as there is a 'step' about 2' forward of the stern. The stepped area is under the fuel tank.
Even underway some water will still flow to the front sump. I am working on a making one of the deck boxes a live well. Still fine tuning it but right now the pump will pump more water in then the drain will remove, so it washes over the sides of the well (between the deck to hull area) into the bilge, and that water appears to all run forward.
I don't like water sitting in the bilge, especially in a compartment that is open to the interior cabin.
