I changed my spin-on fuel-water separator, and now I can't get any fuel pressure with the bulb. I pre-filled the new separator with fuel being installing it.
Should the bulb pump up like normal?
I had not yet started my boat this season. Would the next logical step be to change-out the fuel line and bulb from the separator to the carburetor?
Or is there something else I could do to get fuel pressure in the bulb?
My first boat with a fuel tank and fuel separator.

Try holding the bulb straight up and down. Also, compress the bulb as much as possible, repeat quickly as soon as it returns to its normal shape. I had this same concern when I changed my filter along with a very low fuel level in the tank.
The other possibility is that the filter didn't seal perfectly. I always use a light coating of grease on the seal before I screw it on.

I used a bit of grease on the spin on on the rubber seal and tried your advice to hold the bulb up and down: still no result.
I figured all the bulb is doing is acting as a syphon to get fuel from the tank to the motor, so I removed the bulb and tried my lower unit lube fill pump. It fit nicely "in-line" inside the 3/8-inch-ID fuel line where the bulb was. It gave a lot more suction than the bulb and I got the fuel system primed easily, then I put the bulb back in. All's well now, thanks.

Get a new BRP OEM primer bulb.
