Sump osmotic blistering

My 1986 OUTRAGE 18 has some osmotic blistering in the aft starboard sump where water apparently sat over the years, consisting of quart-inch bubbles that are not broken. I am planning to ignore the blistering unless there is a risk of additional damage. This is not a pristine boat so I am not concerned about aesthetics in this covered area. Or should I grind out the blisters and coat with epoxy? --Bob M.

How many blisters? A few or a bunch?

I would pop a couple of them to see what is inside. If they were dry in side I might ignore them. If they were wet inside I would grind the bumps off, dry, and epoxy coat the divots and paint.
