[Where can] a bottom [paint] template or [dimensions] from the top of gunwhale to the waterline [for a 1970 13-footer be found?]

Any information will be a huge help. Thank you

See the owner’s manual in Reference section.

For an old hull like yours, marking your own actual waterline will be better. The hull may not be floating exactly on its original lines.

Every boat sits with a different level of static trim based on rigging, engine, gear etc. I would not want to use a measured diagram that does not take this into account.

To get an accurate line, launch the boat loaded as it will be most days and then mark the water line on the hull with a grease pencil from outside the boat. Pull the boat and then connect the lines, adding ~1" .
