1964 13ft classic hand rail becoming loose

I Have a 1964 13ft Classic Whaler where the screws holding the hand rail brackets are loose. can someone tell me what the screws are secured to? I have a wood layout diagram which does not show any wood along the rail. In one area where there is damaged fiberglass along the rail there seems to be a thin grey material under the fiberglass but that could of been added. Any information would be greatly appreciated/Pat
