Waterlogged foam Outrage/Guardian 22

Hi all. My Boston Whaler boat is out of the water. I notice that water is still dripping from the bottom of the hull at the transom.

Also, I went to replace the bilge pump in the bait well and water is coming up through the screw hole.

I drilled a weep hole at the bottom of the transom and on the underside of the hull. This has helped water drain out, but it's still weeping.

What is a good solution to help drain the foam in between the skins?

Is putting a proper bung to help drain and vacuum out the water worth the cost?

Please help.
