Rub Rail Rivet Fastener Removal

I am pulling off the rub rail [of a classic Boston Whaler boat (unidentified)]. What can I do about the ends of the rivets?

Some [prior discussions on this topic recommended to] push [the old rivet] back in to the foam, and fill the hole.

Is this the best way to do this?

Or, [should the old rivet be ripped] out?

And then fill a slightly bigger hole?

Drill out the center part of the rivet. Push in the interior bit. Seal the hole with MarineTex.
