Boat Plugs for 13' Dauntless

Okay, really stupid question. Just bought a 13' Dauntless, and the holes for the boat plugs are larger than what I've known in the past. Bigger than 1-1/4". There are flaps on the stern, which I assume help keep water out, but surely I need to have boat plugs too, right? What am I missing? Thanks!

The outward most drains are scuppers with flaps. After several years the flaps tend to distort and not make a seal to keep water from entering.

The two approaches owners use incude:

a) Remove the flap, rotate 180 degrees and reinstall.
b) Remove the flap and install a ping pong ball type cover on the exterior of the transom.
