The steering wheel on my recently purchased used 2000 SPORT 13 is black plastic, sun faded, and chalky. I’d like to replace it.
Where can the correct replacement wheel [for a 2000 SPORT 13] be purchased?

I changed [the steering wheel] on a 2002 130 Sport. The essential requirement is a 3/4-inch tapered shaft with a keyway. Getting the old wheel off might be trouble. Use a wheel puller and plenty of PB BLASTER or other similar product.

Steering wheels for boats almost universally use a standard mounting configuration with a 3/4-inch tapered shaft with a key. Practically any steering wheel will fit. You can buy steering wheels from dozens of marine retailers. There is no special vendor to buy from.
Removal will require a gear puller. The method is shown in

The traditional steering wheel was a five-spoke or six-spoke Destroyer-type wheel, but more recently a three-spoke wheel has become more popular.
I replaced a loose Grant wheel with a welded wheel from Schmidt. They are available from many vendors.

I believe Schmidt was the OEM for Whaler back when. I can not speak for the newer Whalers but the OEM destroyer wheels off my classics are higher quality than what you find on e-bay for $65. That said classics Whalers used Yacht quality fixtures back then and not plastic steering wheels, thru-hulls, and rod holders like now.
I agree with Jim however and the SS 3 spokes have come down in price and are a great replacement. I swapped many wheels with that style. If you don't have a wheel puller, loosen the nut so it is flush with the threads, put your knees behind it and put pressure on both sides of the wheel. Smack the nut with a hammer. That will usually break it free for me. Some boats however you can't get your knees underneath the wheel.
