REVENGE 25 Twin 115's

I have twin 2015 Mercury 115-HP FOURSTROKE engines on my REVENGE 25. At full throttle one engine is only reaching 5,300-RPM while the other is at 6,000-RPM as it should be. I found out last week that I had a spun propeller [hub] on the starboard engine--the one with the lower RPM--so I replaced the hub. Everything ran great but still the same [situation] with 5,300-RPM and twice the fuel consumption.

Switch propellers between the engines and re-test.
