Can a NMEA 2000 device be connected at a port that normally has a network terminator?

Not normally. The only situation might be a device located atop a tall mast on a sailboat, where an in-line terminator is used. This is done to avoid running two cables up the mast to extend and return the network backbone. On a small outboard engine powered boat there should never be a situation in which a device would be connected to the network backbone in place of a network terminator, unless, for some extraordinarily unusual device which contained its own network termination--a very non-standard device.
