Loss of Electrical Power to Engine

My 2005 170 Montauk with 2005 Mercury 90 FOURSTROKE has no electrical power. The boat has a freshly charged battery. The terminals [of some unspecified connection point] are clean and tightened by wrench. There is no power-trim operation. The engine does not crank over; the engine shut-off safety lanyard is in place; the remote shift control is in the NEUTRAL position.
However, the boat's navigation lamps, boat whistle (horn), and sump pump work properly.
My deduction is the [electrical] connection [from the battery] to the engine is the cause of this problem.
Q1: is there a fuse located somewhere that needs to be checked?
