1986 Outrage 18 Bow Cleat Removal
[I plan] to remove the aluminum front cleat on 1986 OUTRAGE 18 boat. The four Philips screws are frozen solid. [Give me] ideas on how to remove them before I strip the heads.

I recall Buckda trying to do this on his Outrage 18 in the old days and it was a bear. I think the front cleat is called a Sampson Post rather than a cleat.
The screws are frozen into a aluminum backer piece under the deck. You may want to drill them out and re-tap.

If memory serves, I think someone successfully used a hammer driven impact driver with lots off penetrating oil.

Heat the area around the mounting screws with an electric heat gun to expand the screw from metal. This may take a while as Marinium is an aluminum alloy and as such will tend to dissipate the heat throughout the entire casting. When temperature is reached (160-180), soak the area around the screw heads with a liberal amount of Aero Kroil, then let the casting cool . Repeat this process a few times to allow the penetrant to do it's job. Finally, attempt to loosen the mounting screws with a hammer driven impact driver as previously mentioned.

The most important tool you'll use is patience.
On the successful removal attempt from my 25, I let penetrating oil work on the threads for over a week.
Also, make certain you have an appropriately sized driver bit for the task. An undersized bit will strip the screw head more quickly.
I definitely recommend using heat as mentioned above, as a method to expand and contract the metal and to help draw in more penetrating oil.
Patience. Broken bolts are, uh, much more frustrating than waiting for the oil to work to loosen decades of corrosion.

I will try these suggestions and let you know how it goes. I have time so I will use the Kroll and heat technique over time then use the hammer drill.
