I'm looking at buying a 1988 20' Outrage with a 1994 Johnson 175 hp Oceanrunner (250 hrs) and 1995 Magictilt tandem axle trailer.
Fish finder, VHF, outriggers, downrigger, bottom paint. Advertised price is $13,500.
1. Is this a reasonable price?
2. Are there any typical, hard to find defects I should look for?
3. Any other comments?

Sounds decent to me Jeff.

Check the overall hull integrate (take a small plastic hammer and tap out the hull and topsides you can easily tell if there is a hollow sound in any area = foam separation), check the through hull fitting in the two bilge areas, make sure there isn't any small dripping present and transom well drain tubes for cracks. You should ask to have the engine compression checked and the lower unit pressure and vacuum checked (you'll have to pay for this -- usually any local outboard shop will do it--- takes about an hour -- cheap up front insurance). In general take your time -- don't get all excited --- and don't think oh well that -- that -- and that will be easy to fix and won't be costly --- don't forget pro fiberglass repair goes for about $60 an hour and most outboard shops charge upwards of $50 per hour labor ---
