I found the article. It is an Icom IC-R3 scanner, not a combination TV/VHF. The IC-R3 can pick up standard broadcast TV plus TV braodcasts in the 900 Mhz to 2.4 GHz range and function as a normal scanner. It has a built in LCD panel for displaying the picture.
