2 Weeks ago my Evinrude 1993 40 hp had some problems ( lost power ),took it to an authorized OMC dealer on Miami area for an Estimate ( Big Mistake ) .Compression was chk 125 PSi - 105 Psi , dealer said Piston problems ,they removed power head cover and said scored cylinders need to rebuild power head and gave me and estimate of $$$850.00 just for the labor + machine shop work + pistons + parts ,WHATTTTT???? , Owner called and he said they charge $60.00/hr ,but looks like the mechanic is really ssssslllloooowww , I said No , ( I'll do it by myself ) but still had to pay $150.00 for the labor estimate + head gasket, Is this right? Thanks in advance for your opinions.

Heck of a labor rate. You wouldn't trust your boat to anyone in this area that was at $60.00 an hour. All of the good shops here are at $95.00 or above.
No one works for free, so it is normal to be charged for the time and materials spent in diagnosing, tear down and inspection. Sometimes those charges will be absorbed if the repairs are then done by that dealer.
