Looking for opinion. I run a 22 revenge cutty w/ a 1997 175 Ocean runner. The prop is a 15X17 3 blade. The problem is at max throttle we only reach 4700 rpm. This is established w/80 gallons of fuel , 2adults and normal load. Should I decrease the pitch? A normal fishing trip, an average of one mile per gallon of fuel is used. I have been checking w/ other boaters and this consumption is high. Any suggestions.

Your prop may be too tall causing the engine to lug. Also, your fuel economy seems too low. For comparison purposes, I have a 22 Revenge pushed by a 225 Yamaha OX66 EFI Saltwater Series (3.1 liter block). The Yamaha spins the same size prop up to a WOT of 5200 RPM. My average fuel economy is 2.5 MPG. From a loop charged, carburated V6 I would expect at least 2.0 MPG on the Revenge. Try dropping down to a 15 inch pitch.
