I'm planning another salmon fishing trip to the Salmon River in Pulaski NY this October.
I want to take my 21 Outrage this time to try Lake Ontario.
Is there any out of the ordinary rule or laws that may change my mind, before I make this long trip?
Will I need a special license for my boat & cost?

As long as your boat is legally registered in another state, you should be fine. E-mail me your address and I will mail you a copy of the local tourism guide with boat launches, etc.

If it fits your schedule you might reconsider your October vacation and move it up to early September. If you catch it right the Salmon fishing in the lake by the rivers is phenomenal. Depending on conditions Labor day weekend or the week preceding or following is just about right. By October the mature Salmon are already in the river and are off the feed.

No special license or permits. Just a NY fishing license.
