What is a safe towing speed for towing an RIB with my 20' Outrage? I will be towing it about 40 miles.How much line should be let out when towing.
The RIB will be empty with no motor.

Assuming this is a one time deal, you should be fine. Pick your weather very carefully, and go.
Use a medium length nylon bridle which will allow some stretch (add floatation if possible), then run a long poly tow line back to the RIB (50-75').
You should be able to run at minimum planing speed without any difficulty. If things seem nice and stable, run as fast as you feel comfortable.

For towing Whaler used to recommend using a vee-shaped towing line from the corner of the transom, back to the bow eye of the towed boat, then return to the other corner of the transom on the tow boat.

Also, be very careful with knots tied in polypropylene line. They have a tendency to work themselves loose.

You may also find that being able to adjust the distance of the Whaler behind the tow boat will help. You can "tune" the position of the towed boat for lowest pull on the line.
