Without a swim ladder it is difficult to get back into the boat. Is it ok to use the lower unit as a step while anchored and wanting to re-enter the boat after a swim?

Yes. Stepping on the anti-vent plate is OK.

We do this but it can be a real pain because there is not much to hold onto as you try to pull yourself out of the water. Make sure you make it very clear that the stern light pole is NOT a grabrail!!!

Sometimes I need to have my rather large friends stand on the ventilation plate and hold onto something while I raise the motor for them. These guys are 6 foot nearly 300 pounds (even more?) and not physically active (picture a manatee in human form). On a classic Montauk. If I had a platform or ladder it would not survive. My 120 pound Lab does better on re-entry.

Some non-skid tape on those plates helps.

Go buy that important piece of safety equipment: a boarding ladder attached to the back of the boat.
If you fall in and it's a little cold and you're a little tired or you hurt your foot or an arm, you won't get back in. Happens all the time. Make sure it's deployable from the water. I wouldn't be without one.

The lower unit of the engine will function as a means to get into the boat.
Go ahead and get a ladder.

"Fishie" is totally correct about getting back into the boat, and the safety of a permanent ladder accessible from the water. (swim platform with step)
Your friend will have to find another means.

The problem with the engine route is in event of any slip or stumble, all of the parts you are so intimately wrapped around are sharp, pointed, hot or just dangerous. Bare skin against metal parts!

Any fall may very well impale some part of you or your friends.

As a scuba diver I use a tree style boarding ladder on the transom of my V-20 outrage and it works great.
