Might be rain water, I kind of like the after market steering station. I do not like the "door handle" fender cleat.

It might be just a tad stern heavy, but not very much. That's about how my 13' sat when I had the same 40hp engine on it. What I think is going on is that the bottom paint that follows the chine up the bow creates an optical illusion that the bow is higher than it is.
