Distribution and sale of gasoline fuels is controlled on a state by state basis. An excellent resource of information on these many-varied regulations is available on-line at the National Petrochemical & Refiners Association.

The website above allows a visitor to look up regulations for individual states (by using a selector pop-up at the bottom of the page).

For example, you can look up the regulations in Michigan via:

The resources include pending legislation or regulatory proposals. For example, I discovered that in Michigan the following legislation is pending:

"HB 4111, introduced in January 2009, would require a wholesaler or terminal operator that sells gasohol to retail fuel dealers for use in watercraft from April 1 through October 31 of each year to also have gasoline without ethanol for sale to any retail fuel dealer that sells at least 25% of its motor fuel for use in watercraft."

I think it may be useful for boaters to browse the National Petrochemical & Refiners Association website and keep themselves aware of fuel-related regulations in their state.
