According the data shown in the US Army Corps of Engineer (USACE) JAN 2011 forecast

http://www.lre.usace.army.mil/_kd/Items/actions.cfm?action=Show& item_id=3887&destination=ShowItem

water levels on the Great Lakes during the summer of 2011 will remain near chart datum or below on Lake Superior, Lake Michigan, and Lake Huron.

When we visited Lake Superior in late August and early September of 2010, we caught the highest water levels of the season. Lake Superior was just at chart datum at that time. The forecast for summer 2011 shows a decline expected, with water level as much as eight-inches below chart datum in June 2011. Water levels reflect precipitation in the drainage basin. For December 2010 the precipitation in Lake Superior's basin was only 35-percent of the normal long-term average.

I have watched the modern record high and record low water records being set on Lake Michigan. As I recall the lower water level times the weather for boating was very nice. The weather during the high water the boating seasons were cold and rainy.

The above graph is interesting to look at along with Jim's Army Corp Charts.
