[W]hat should the max rpm be for a 1995 OMC 150-HP Ocean Runner? It is on a 1984 Outrage 18 with stainless propeller. [Engine speed] max at 5,000-RPM. Boat speed low 30's MPH I was cruising at 3,900-RPM and 29-MPH.

5500 is the max rpm so prop it between 5200 and 5500 rpm

Low 30's at 5000 RPM and 29 MPH at 3900 RPM's with a 150 HP outboard on a 18 Outrage seems odd. I would figure a 150 HP engine would push that boat mid to upper 40's. Going from 3900 RPM's to 5000 RPM's should give more speed results than what you are describing.

That engine is way too low in the water or the bow is shoved in too deep with trim or the engine is not running well.

What propeller are you running?
