Is that a classic 21 Outrage towing dinghys? The photos also say a lot about Great Lakes water levels "then and now": http://www.thedailybackground.com/2011/01/02/ my-national-archives-photo-contest-submissions/

Yes, it is. It is an Outrage III to be precise.

You've got good eye's Tom. The helm looked a bit far aft, but it has the profile.

kmev--Cool photos, I love the comparison shots. The water levels on the great lakes fluctuate from season to season, so the phots on Chicago's waterfront are typical winter-summer levels.

Amazing! I was at the National Archives branch in Waltham, Massachusetts, yesterday for the 50th Anniversary of the Federal Executive Board. I took time to walk around the facility afterwards. There was not a single mention of this photo contest!
