Well, here you go. You buy a "new" motor that was "born" 2 years ago, and some of the components that wear even in disuse can be a problem...but wait, that part isn't covered under warranty, because it's a "wear" item.

There you go. There's an extra couple hundred bucks of cost taxed onto the consumer just because...

My "new" 25 Merc 4 stroke that I bought in 2008 was manufactured by Tohatsu(thats a good thing) in 2006. I knew that going in, and got a good deal. Is the date of manufacture on the current year outboards stamped on the ID plate? If so and the motor was a couple of years old, I would demand that a new water pump impeller be installed, and I would watch the dealer doing it, unless I got a big price decrease. If there is no date of manufacture, I guess we all may get screwed. Its a good reason to buy a used engine, and then just change the impeller. At least you know where you're at.
I never bothered to change out the impeller on my "new" Merc, its got only 45 hours on it, but pumps water well.
