Ive been cruising this forum for a couple of years now and there is definitely a knowledgable bunch here. So with that said...What is the purpose of a 9.9 hp outboard, why not just make it an even 10, does it have something to do with registration restriction? |

A lot of small lakes had a 10 hp. restriction so the manufacturers pushed the limit. In Ohio, my kids could operate a vessel up to 10 hp. without having taken a safe boating course. |

It has been said that at one time some state authorities exempted boats with less than 10-HP engines from mandatory registration. I do not think this type of exemption remains in effect. In Michigan, for example, registration of a boat with the State of Michigan is required as set out in http://www.michigan.gov/dnr/0,1607,7-153-10365_10884-34770--,00.html and those provisions make no mention of horsepower, only boat length. Smaller boats without an engine may not need to be registered, but it appears any boat with an engine must register. The penchant to sell 9.9-HP outboard engines appears to be some sort of historical artifact of prior regulations. |

Arkansas had the less than 10 hp exemtion from tax registration for years. Do not know now. Those taxes and the lake limits are enough for a manufacturer to change the paperwork and decals. Bureaurats tend to do away,with common sense and close any real exceptions in their greed. |

My 9.9 hp. Yamaha was not required to be registered in Ohio. I bought that new in 2008. |
