rub rail loose/out at stern corners?

I know this is a common problem. The rub rail on my outrage is out at the stern corners. I have been told to take the cap off, put the rail back in (cutting off the excess), and screw the rail in. How many screws and where do I put them in?

Will, are you saying the insert has simply been pulled out? Or is it that the channel has pulled lose? If the later, remove the insert and, as you say, screw it down or use pop rivets (3/16" x 5/8" or longer). Put them wherever they will do the job and use as many as you need to hold the channel down.
If you are talking about the insert, you simply tuck it back in. I don't see where there is any excess to cut off. Perhaps I don't understand the question.

Tom, The rub rail is still attached under the cap but it has pulled out of the channel from the cap all the way around the stern corner (going towards the bow). If I screw the rail back in, what am I screwing into? Should I use an adhesive to make sure this doesn't happen again? How long should the screws be? Thanks.
