I have a 1963 13' Sport. I purchased it fully restored last summer. The more I use it the more small cracks are appearing. My outboard repair shop says it's not a problem but I'm starting to get concerned. They are mostly on the horizontal surfaces except at the stern.
How do I determine if these are serious?

Wait till they get bigger? Did you buy it from the same guy saying do't worry about it? Hard to tell w/o pics. If it was a shongo resto, then who knows. If these are just spiders, don't worry about it. The old blues had some issues in the stern. No matter how good the repair job is, it will flex and cack paint at that stresspoint.
