1963 Sakonnet with old Rack. Steering back through port is getting tougher and now the rack will not retract all the way in (through the tilt tube on 90 evinrude)I have prevoiusly cleaned tilt tube so I know its now sticking there. I feel the cable may be going out and want to replace if this is so.

Want to stay with mechanical steering/
Is this my problem? What system is easiest
to reinstall from old rack an pin?

Replace the rack and cable, costs about $20-30 over the cable alone. If you just get the cable and the helm is bad will cost you almost as much as the cable. Usually if the cable has been getting stiff, the gears are working harder and the helm takes a beating. I would replace both. You can even update to a new style SS defender wheel for under $40.
