repair gunwale to hull

I need advice on re-attaching the hull siderail to the main hull. I have already done one repair by pulling the bumper side strip out and drilling out the old rivets and re-riveting, but that only lasted one fishing season. The problem is only at the back 1/3 of the hull at the running water line, where the most water bearing weight is running in rough seas. After the second repair, there is less space for more rivets, and unless there is a better way to get a permanent repair , I'm afraid the next one will destroy the hull.
Any advice would be deeply appreciated.

Sounds like the only solution will to pull the rub raill off far enough to fill the old rivit holes with Marine Tex.
