How do I remove the rivets holding the mats down and install new mats? Is it a must to use rivets on the reinstallation?

You have to drill out the rivits, probably a 3/16" drill bit. The mats in my 99 Montauk were held down with stainless screws, so that is the way I would install new ones.

Such - I removed the gas tank mats on my 2001 Montauk. They were installed with approx 2" long sheetmetal screws (Phillips Head).

I would drill the heads off the rivets. I would get a drill bit close to the hole size (not head size). When the drill gets a good bite, stop drilling, and bend it to the side. Keep doing this gently until the head snaps off.
