Head bolt torque

wondering how critical is the torque on outboard headbolts.. I replaced the head gasket on my 1986 Johnson 225 hp. The head bolts call for 20-22 ft-lbs. My torque wrench goes to 20ft-lbs but at that low setting it may not be that accurate. If they end up at 25 or 30 does it matter so long as they are not over torqued.. Also, are they to be re-torqued after initial engine warm-up...???
