I have done all the repairs to the outside.

1. Should I just scratch the outside of the existing finish then prime or do I need to sand past that.

2. After I have done that I just want to prime and paint which paint system is the best for that? Whaler color is it white or off white.

Well, do you mean the deck or the outside of the hull?
I just fished painting the deck of my '65 that needed alot of patchwork. I sanded it then primed it, then used 2 coats of "interlux" paint with a roller. I made a light teal color for the deck and added silica powder for a non-slip finish. There a few other spots that will require "off-white".
I think it came out quite well, but there are better brands available, such as "awlgrip" and spraying will always come out better. I was just trying to find a low price alternative and just wanted it look nice, not neccesarily "showroom". Good Luck.

What I am looking for is the outside not the inside how much sanding do I need to do just scratch it or deep sand it. and what paint system with color should I use.

Depends on the year on the color. early 70's are white. all grip works fine and appears to go on very well. dont know about the durability of it yet. as for sanding make sure no dirt or botom paint is left and just take the shine off of the gel-coat and go at it.
