After stairing at a loose bow eye for a while it seems that I need some help on figuring out how to tighten it up. I'm sure that this is under the heading of Well Duha! Any information would be appreciated.

Hi, Denny. On many Whalers (maybe all?) the bow eye is the head of a bolt that goes through the hull and comes out in the bow locker, with a large oval eye-nut on it. Some times it is hard to get at both at the same time, but that's where/how I keep mine tight.
