west system or? between embedded wood

Last year I performed west systems on small area of the deck.(drilled holes,squirted through, weighted down,worked well) These were small areas with plywood below. I now need to relaminate the areas between the 3 strips of embedded wood behind the pilot seat (lengthwise to the rear) on classic 16ft hull.
I can push down about the 1/4 inch so although this is a thin void,the deck cracks here because of this.(6 inches wide)
WILL THE WEST SYTEM SEAL AND RELAMINATE DIRECTLY TO FOAM OR SHOULD I BE USING A POLY FOAM FILLER THERE? ( I would prefer to once again drill, squirt and weight down)Im just not sure if the weighted down adhesion process would be any good because it seems it can only be as strong as the foam its adhering to (wouldnt the pressure from the void pull up the foam?)
