I have an 85 18 outrage with a football sized softspot on the floor which is not in the removable panel. Have read many posts on repairs and am trying to avoid drilling the floor to repair with the west system or comparable method. Anyone ever removed the panel and drilled diagonally from the area that will be covered? Any suggestions would be helpful. Or should I not worry about it?

May be worth a try, but if the laminate material you use has to travel far you may not get good coverage in the void. In theory, you want to be right over the soft spot and let the epoxy run down into the void.
If the void can be depressed a good bit (you can definitely tell there is air pocket between glass and foam), than try to fix it. If it is just a thin void you are actually better off to just keep monitoring it until it gets to the point where you can get enough area (width wise) to work with.
I have drilled a soft spot only to find there really was not enough room to squirt anything into.
a 3/8 inch hole in the deck refilled with epoxy of marine tex can hardly ever be detected and it will not pop out.
