I just purchased an 11' Tender which was used for snorkeling. The hull has several 1/8 inch holes which were used for an anchor setup. What material should I use to repair or fill these holes?

I just had to do this as well. What I did was (and it worked out pretty well) was to lightly dress each hole with a dremel tool and than I mixed some fiberglass resin with some light blue gelcoat coloring. Then I took some chapped strand (fiberglass matt) and snipped some small fibers with scissors ( finely chopped up) and mixed them into the resin to form a light paste like consistancy. I put some masking tape around the holes to keep it clean and then smeared the paste into each hole. When the resin dried, I removed the tape and redressed the holes with the dremel tool to match the non-skid texture. My color match was pretty good and the holes are no more.
