Console rail and rails in general

Now sure if this belongs here or in OEM. Trying to find the original plans for a 1971 21 Outrage console rail. If not available am trying to find someone in NC area that can fabricate one. Also, the rails around the motor well are loose. I think it to be the screw holes are worn. New screws don't help. Is this a matter of taking off the old rail and installing new with new holes?

Are'nt the rear rails thru-bolted?
The only Whaler I EVER had that the railings were tight(forever) was my 74 Revenge. They wee all thru-bolted with locknuts and NEVER loosened.

Bigshot, the rails are very sturdy where they connect to the boat. I guess the proper way to put it is that the stancions (sp) are sturdy but the top rails are not. there is about 1" to 2" of play in them. They are definitely held in by rail screws with the nylon on them. I think I am going to have to take them off, get someone to duplicate them and put them back on with new holes that should snug up with rail screws.
